The potential for Higher Education Institutes (HEI's) to make positive contributions to local and regional economic development in the UK is a well-documented phenomenon. It would appear, then, that a close relationship between industry and HEI's is highly desirable and indeed extensive links between academia and industry do already exist. However, very little science and technology has actually been developed into commercial products and processes in the UK, suggesting that 'technology transfer' is not working as well as it should.
